Jose Arrieta is the former Chief Information Officer and Chief Data Officer of the United States Department of Health and Human Services (HHS). While at HHS, Jose oversaw $6.3B in IT investments, $800B in grants and $26B in Federal contracts. Jose led a team that provided cyber security support for a network of over 174,000 people and a network that transacted with over 160 countries around the world.
After leaving the government sector, Jose founded imagineeer. imagineeer was originally a small incubator centered on developing foundational tools to enable metaverse solutions for sports and entertainment, mental health, and sustainable energy market verticals. Imagineer blossomed into an IT solutions company that provided tailored solutions for large customers in the following industries; Healthcare, Federal, State, and Local Government, Sports & Entertainment, and Financial Sector. Imagineeer’s work has also ventured into technology analysis and worked to support the United States evaluating over 350 technology companies a year that were developing artificial intelligence, quantum computing, and cyber security capabilities. Jose advises a range of start ups in the following market verticals; navigation, post quantum security, micro payments, sports streaming, metaverse, mental health, and disinformation.
While at HHS, Jose led the creation and implementation of the largest public health surveillance capability in the United States during the pandemic and led the implementation of a national supervised machine learning effort to accurately distribute testing supplies and predict pandemic “hot spots” across the United States. He successfully defended the HHS network against multiple large-scale nation state driven cyber-attacks. He led the first three implementations of blockchain technology in the U.S. public sector with a focus on eliminating administrative burden, reducing costs, and speeding procurement lifecycle.
Jose has served on the Board of Directors and as the Chief Strategy Officer for the publicly traded company Dalrada Financial Corporation focusing on sustainable energy, healthcare, and technology and led the strategy and commercialization efforts for their commercial heat pump, digital twin, carbon credit platform. Jose has taught at multiple accredited colleges and universities. His most recent teaching engagement was with Johns Hopkins Carey Business School as an adjunct professor. Jose created and taught the first blockchain course (Blockchain and Cryptos) as well as Entrepreneurial Finance.
